Maybe this will give the developers a good reason to go back to the engineers to find a few more floors to make it $10m, if they have to.

Can someone please explain to me what the rationale is for setbacks in the first place? And I don't see what is so bad about a building with big 'visual weight' or a flat front to its full height.

I think most airlines look at cities that provide the best financial benefits e.g lowest airport fees, biggest tax breaks, etc. Melbourne happens to have the lowest airport fees, hence it is very attractive for a hub.
