The problem though the rent for Rundle Mall ground floor for the space HS had/would need, could probably send it broke anyway. My guess is the rent would be 5 times more for ground vs 1st floor etc.

Yes you would think so. It’s rare but there are times when the build cost comes in (far) above what has been budgeted/allowed for or above the achievable sale prices (ie I think I read this may have been one reason that Opus on Hutt St didn’t go ahead.)

The other consideration is will they use only one TBM for a 2 lane each way tunnel (4 lane total) or will they use 2 TBMs (or take twice as long) for a 3 lane tunnel(and maybe twice the cost)? I know everyone wants 2 x 3 lane tunnels but will the budget allow it?

I agree and I don’t know why they need 6 years to complete a paltry $15m development (and for just 25% of it)? I mean Gawler Place cost the council almost as much.

I agree/accept that the one you are referring isn't for 88 O'Connell but really believe a similar concept could work very well there. With North Adelaide I would expect the council to release all the different proposals for community consultation. I would expect proposals from at least 2-3 different...

Possibly but I think the car parking there would be an issue [and yes I know there is a carpark in Gawler Place but ideally it should form part of any big high end development]. I think 88 O'Connell would work with plenty of secure underground parking and high end retail above [plus possibly hotel, ...

While good in theory the problem [even in hindsight] is that the Intercontinental, Riverside Centre & the Convention centre [Govt] are all owned and/or leased by separate parties ie not Skycity. Possibly Lot 14 could have worked but too late now.
