I see carnage at the approx. 100m merge zone where north bound Motorway vehicles exit to take Ayliffes Rd and surface South Rd drop to get on to the Motorway, but there seems plenty of space south of this zone they can extend to simplify the merging. I'm pretty sure 292-300 is the location of the Old East end markets that closed in the 80s. It includes the buildings on the front that have san churo, oyster bar but the proposal might include keeping them.
