PANS-OPS isn't the limiting surface in that location - the RTCC is the airspace limit for most of the eastern half of the CBD. If you look at where it's "topped out", it looks like a foundation for something on top. Is the crane at its peak? Or can it go any higher? It's at it's highest without breaching PANOPS. I got the same email as Ben and thought it was weird.
I spoke to someone working on the project today and they said they understood it just had 1-2 levels of steel (roof framing) to go.
It looks too low - quite a few levels lower than Westpac - but why would they stop the core if it's going higher?

Westpac is at 68m above sea level. Adelaidean is at 53m. That's a significant difference in height. I am fairly sure those numbers are not correct. The data I've seen has street level adjacent Westpac at approx 44mAHD and street level adjacent Adelaidean at approx 41mAHD. So only a few metres diffe...

Looking from around 10km away, the current crane height looks like it matches the top of the Westpac antennae, which is the same level as the RTCC.
