The projects were not fully funded and not on schedule for completion? (Even though Darlington was already behind schedule).

I doubt it's to prevent rock throwing - not sure there are many rocks around any of these intersections. Lawash Bakery underwent a major refurb / extension approx 6 years ago already. As a business it’s an institution, so I think it’s a bit of a stretch to say they couldn’t keep their clientele by moving to somewhere on HBR for example. We are also yet to see what will happen of the ex Panorama Tafe site. Rumours were of Kaufland or if any other retail development that would possibly also include specialty shop tenancies.
