It's definitely a balancing act. You could overdo the entry exit points and have the motorway filled with people doing 10 minute trips. But not enough entry-exit points will mean they clog up. There is a heritage overlay on many of the buildings south of the stadium, so this is the hardest thing to do of all. It's not really necessary though...
