The Solar Tower, if/when it's built outside Mildura, is supposed to be 1000m tall. Even if a taller tower gets built, Mildura's will probably be the lonliest (furthest away from a major city) tower in the world.

The builders of the tollway, don't care if you are a student, pensioner or war vet, they are providing a service for you, by building a road that speeds up your travel time between 2 points, they don't force you to use...

I don't believe South Road should be a toll road. It's part of Light's original arterial road system. If a new north-south Controlled Access Road is built, that is the one that could be a toll road. I believe TrailsSA is also negotiating with the new owners, to re-route the Heysen Trail through the property, where it currently uses public roads to skirt it. Having hiked this section of the trail only a few weeks ago, I think that a re-route through Balquhidder would be exceptional.

I don't think the lines that don't go through the CBD will work. People who commute to the city for work want to get there without having to change trams/busses if at all possible, and they are the people who will use the PT system the most.
