That's 14 to 17 pictured in your screenshot. 21 to 25 are known as the Seawall Apartments, and are located between Pier Street and Saltram Street.

That was for corner of Pulteney and Flinders. The description definitely said Pirie Street, and looking at the road intersecting it, it could only be Frome.
