Water tanks under our city squares

here's an extract from ACC Clr Plumridge's latest newsletter:
HINDMARSH SQUARE REACHING FOR THE SKY
At a recent Budget submission meeting the Hinds Group told Council of their developments which are transforming Hindmarsh Square. With the Mantra Hotel and apartments on the west side already complete, the Conservatory Tower is now rising out of the site that used to be the RAA. And now the Crowne Plaza Hotel and apartments are to be built on the old Academy Cinema site in the NE corner of the square. As part of their submission Mr Jack Hinds proposed the idea that large underground tanks could be put under the corners of the square to collect and rainwater for use in landscape maintenance. He also suggested that the Square could be used to stage events like Carnevale which would bring more people actually into the city. (That would bring some welcome relief to the over - used East Park Lands!)
Not sure if Mr Hinds is proposing to pay for this water storage facility - probably not...good idea though...could be expanded to all 5 squares i suppose.
Opportunity is missed by most people because it is dressed in overalls and looks like work.

The underground tanks make good sense. I don't think Carnevale in Hindmarsh Square is a good idea, though - the intersection of two major city thoroughfares doesn't make for an optimal festival location.

Just a note... spelling of Hinds should be Hines.
