A BOLD plan to build a housing development five times the size of Mawson Lakes on the Bolivar Wastewater Treatment Works site is being considered by the State Government.

The Salisbury Council proposal was handed to Planning SA late last year to be considered as part of the government’s Greater Adelaide Plan, which will provide strategies to boost the state’s population to 2 million by 2050. Salisbury CEO Stephen Hains said the 48,000 house development was the biggest of a number of proposals to boost the area’s population by about 105,000 to 230,00 within the next two decades making it the biggest council in the state and helping to insulate the region against the global economic downturn.

Mr Hains said if the government was to reach its population target, land for housing must be located in the northern suburbs without relying solely on extending into rural areas beyond urban fringes.

The land to the west of Port Wakefield Rd, around the Bolivar treatment plant, was ideal for housing as it was close to existing schools and relatively well serviced by major roads and public transport, he said (see breakout).

A plan to build homes for more than 20,000 residents on the Cheetham salt pans south of Globe Derby Park is also being explored by land owner Ridley Corp and developers Delfin Lend Lease.

“Salisbury is filling up for years we have been building around 1000 homes a year and that is drying up,” Mr Hains said.

“The remaining green field sites we want to preserve for industry and open spaces.”

“There must be an option for more consolidated urban development closer to Adelaide.”

The housing proposal is part of the council’s Salisbury City Plan 2020, which also includes a major northern connector road linking South Rd with the Northern Expressway, tripling the size of Edinburgh Park to provide 15-20 years worth of industrial land for the region and an intermodal truck/rail hub to ease congestion on northern roads.

Mr Hains said the dwellings would ideally be a mix of affordable housing and high quality residences to accommodate first home-buyers, the growing number of overseas students enrolled at UniSA’s Mawson Lakes campus and interstate and international skilled professionals recruited to work in the fast-growing defence and mining industries.

“We are looking for long-term job opportunities and residential opportunities,” he said.

“It would lock this city in for growth for many years to come.” However, he said none of the plans could come to fruition without the support of the State Government.

“This requires political leadership from government because there are many agencies involved.”

Planning Minister Paul Holloway said the Salisbury submission was being considered to form part of the goverrment’s draft plan for Greater Adelaide.

He said the draft was expected to be release for public consultation in the coming months.

The Bolivar Wastewater Treatment Plant could be moved north of the Gawler River and used as a long-term water supply for the region, Salisbury CEO Stephen Hains says.

Mr Hains says treated sewage from the plant could be mixed with water from the Gawler River to be used for irrigation in the Barossa Valley and surrounding regions.

“It provides another option to drawing water from the River Murray,” he says.

“We are essentially saying to (the) government, lets look at the costs and benefits of moving the Bolivar (treatment) works and putting them north of the Gawler River.”

Moving the government-owned plant, located west of Port Wakefield Rd, is crucial if a Salisbury Council plan to build a 48,000 housing development on the land is to go ahead.

Mr Hains said there so far had not been any assessments made of the land to test its suitability for housing “but I think it’s possible”.

This sounds like a good idea, hopefully it means they will stop selling blocks out at places like Greenock, Virgina, Roseworthy and Angle Vale

In short: Salisbury city council wants the government to pay for the relocation of the treatment plan so they can sell the land and bring in more rate payers.

do you want flies, um I mean, fries with that ? :lol:

Moving the treatment plant solves nothing, there is still the smell of tons of rotting sea weed and mangroves.
