A NEW Festival Square and a revamped Elder Park are two of the recommendations included in the draft Master Plan for Adelaide's Riverbank precinct development, released by Infrastructure Minister Patrick Conlon.

The proposed developments are part of six new "destinations" recommended by a consortium led by Ashton Raggat McDougall, which developed the draft Master Plan.

The new Festival Square would involve replacing the existing Hajek Plaza with a new gathering place consisting of cafes, restaurants, commercial buildings and a new foyer for the Festival Centre, while Elder Park would be reshaped to cater for larger gatherings and performances.

Other new "destinations" include the reshaping of the area known as Pinky Flat as wetlands, a new boardwalk between the Convention Centre and the Festival Centre, and an "active hub" with easy access to public transport centred around the new pedestrian bridge.

Mr Conlon said the draft Master Plan contained 11 key guiding principles to provide direction and a reference point for the area's future development.

He said the plan had identified opportunities for the private sector to play a role in redeveloping the area.

"These opportunities include new multi-storey commercial buildings, potential for expansion for existing operators such as the Casino and the Intercontinental and new food and beverage outlets," Mr Conlon said.

"We also believe there is room for associated and appropriate retail activity to make the area more attractive for visitors, tourists and residents."

Mr Conlon said the draft plan would be open to community and stakeholder feedback before a final plan is submitted to State Cabinet.

"Once the final master plan has been completed it will be presented to Cabinet by the year's end for its consideration and endorsement of the vision, ideas, concepts and proposed governance arrangements of the precinct," he said.

Clearly people aren't communicating with each other on this. For example, you'd think the plans for the Convention Centre would be included in this, rather than a random "expansion of some form" drawn in. Same goes for the Casino.
So not really a "master" plan then.

Hmm, looks great, but will it actually happen, or is it another Vic Square re-development (or non-redevelopment).

Underwhelming and uninspiring. What exactly will draw people to the area? How many times does the government need proof some landscaping and a paint job don't excite people and are not " world class".

the designs average, and like ben said its pretty uninspiring. It looks like its aimed entirely towards the business market rather than that of tourism. Also, they should consider redeveloping the opposing sporting facilities (not just the oval), especially the main tennis facility.

DRAFT MASTER PLAN FOR REVITALIZED RIVERBANK MADE PUBLIC

The State Government has today released details of the draft Master Plan for one of the most exciting urban development projects in the city in decades - the revitalisation of Adelaide’s Riverbank precinct.

Infrastructure Minister Patrick Conlon said the draft plan, developed by a consortium led by Ashton Raggat McDougall (ARM), included 11 key guiding principles that will provide direction and a reference point for future development of the Riverbank.

“ARM has identified considerable opportunities for the private sector to play a vital role in redeveloping this underutilised Riverbank precinct,” Minister Conlon said.

“These opportunities include new multi-storey commercial buildings, potential for expansion for existing operators such as the Casino and the Intercontinental and new food and beverage outlets.

“We also believe there is room for associated and appropriate retail activity to make the area more attractive for visitors, tourists and residents.”

The consortium has identified six “new” destinations in Riverbank which should be considered as part of the revitalisation.

Festival Square: Would involve replacing the existing Hajek Plaza with a new gathering place consisting cafes, restaurants, commercial buildings and a new foyer for the Festival Centre.

New Elder Park: Aims to create a new park for the 21st century by reshaping the grassed area to cater for larger gatherings and performances.

River West: Creating a new vibrant area between the Convention Centre and Festival Centre. Would enhance the riverbank experience by integrating food and beverage outlets into the grassed riverside with a new boardwalk and gently sloping terraces to the river edge.

River Crossing: The consortium has provided a comprehensive list of factors to guide the location of the new pedestrian bridge across the Torrens and suggests the bridge landing on the southern side of the river helps to create an active hub with easy access to public transport via Adelaide Railway Station.

Natural Riverbank: Suggested reshaping of the area known as Pinky Flat, by creating a series of wetlands that would reflect the landscape before European settlement, incorporating a network of boardwalks and a striking new fountain.

Riverbank Gateway: Creating a new urban tree-lined street which would help bring to life the edges of Station Rd.

ARM has developed the draft Master Plan in collaboration with the Riverbank Stakeholder Reference Group, including representatives from Adelaide Festival Centre, Adelaide Convention Centre, Adelaide City Council, Skycity, Tourism SA, Intercontinental and the Integrated Design Commission.

Minister Conlon said the Department of Transport, Energy and Infrastructure had received more than 1,000 responses on how to best plan Riverbank during recent community engagement.

“Once the final master plan has been completed it will be presented to Cabinet by the year’s end for its consideration and endorsement of the vision, ideas, concepts and proposed governance arrangements of the precinct,” Minister Conlon said.

The details in the draft Master Plan are intended to present an overall vision and series of concepts and investment opportunities that warrant further consideration and is not a final plan.

The next step is to seek community and stakeholder feedback on the concepts and ideas in the draft Master Plan.

Minister Conlon said members of the public would have a number of chances to have their say through website questionnaires and direct engagement with the Master Plan team.

My views..

Festival Square looks okay, but it could have the potential of becoming a white elephant. Seriously how many event hubs do we need!

The Cultural/Civic building looks very underwhelming, I want something with height and the wow factor

The footbridge is very average, compared to pedestrian bridges in cities like Melbourne and Brisbane

The boatsheds are still there :|

What is going on with the Adelaide Casino?, heritage laws?. Nevertheless it could actually look really good, though they should include a high-rise modern 5-star hotel.

Overall the masterplan looks nice and pretty, but I agree with the overall opinion that it needs more of the wow factor. More focus should be focused on the northern side, with that area featuring stunning views of the riverbank and city skyline which would be a lovely backdrop for restaurants, bars and possibly luxury apartments. I'm sure there would be plenty of people who would love to wake up to those views every morning... - Untapped market!

I'm a bit mixed about this one...

When I look at each of the spaces as an individual component, they have potential - but as a whole it's horribly disjointed and incohesive... much like the situation as is now! As I said - more of the same. The novelty factor will stick around for a couple of years, but in 20-30 years time, we'll be right back where we are now.

I'm not sure if I like the plan for Pinky Flat or not, it certainly looks nice and relaxing but I just feel it's a wasted opportunity for some sort of leisure and commercial development.

There is also a new footbridge alongside the existing Morphett St bridge.
