Office tower is supposed to start sometime in the next few years however, they will presumably build the tower core a few floors above ground and cap it so that work can be restarted fairly easily. Also, according to walker corp the anchor tenant for the tower should be revealed some time before christmas.

It was never an "underground" per se. My understanding is that track closest to the Torrens at the time (roughly platform 5) continued through. I think it needs to be said that whilst both Labor and Liberal state governments have been having moronic conversations about where to build an Adelaide concert hall (and almost completely disregarding the ASOs input, I might add). That the perfect site for a concert hall is that of the Festival Plaza... Attached to the Adelaide Festival Centre (just as Hamer Hall is attached to the Melbourne Arts Centre). Build your carpark below, scrap the office tower (that will likely be 40-50% empty at any one given time) and build a concert hall above ground with a strip or promenade of restaurants and cafes between it and the other shells of the Festival Centre. Keeps the land entirely public and brings about the desired and necessary activation from nighttime performances, to rehearsals, to daytime performances and recitals, to office workers from the ASO camp.

What about across the road in the car park of the parade ground(a bitumen eyesore), and the ugly little garden area next to it? Could build an underground car park there to replace the parade ground car park.

What' s the danger of there being a carpark and no office tower for an extended period of time? It's happened before in Adelaide, all too much. That would be quite the eyesore.

It will be a public area until the tower gets built so I wouldn't worry about it being an eyesore.
What I am annoyed about is that they didn't mandate that the rights to use that land to build the tower required the tower to be built coinciding with the other works.
With the staggered construction of the plaza/casino/tower it's likely that this site will be a construction zone for at least the next 5 years.

The office tower could be called the "Thirty Pieces Of Silver" tower [the price Judas received to betray Jesus]. My guess is the Govt had to give this [plus the car park] to Walker Corp. in exchange for Walker funding 2/3 [66%] of this development [and the Govt 1/3 - 33%]. You can't blame the developer - he has to make the money somehow to pay for it all. The delay to start building and completion could be dictated and aligned to time with any potential major tenants expiry of their current lease obligations. So it may be in the developers interest to stall the building. It would be interesting if the Govt is/becomes the likely tenant for the office tower .. anyone know their situation with the current SA admin buildings?
