From the pic I've seen, its a formed column, not a precast one.
Either which way i'm sure the team on site has better knowledge and understanding of the situation than a bunch of people on a forum, or a "journalist."

Advertiser slow news day - having to over sensationalize everything with a total lack of clarification on detail
Do they stipulate which floor, whether precast or formed column and whether this is a critical load bearing column. Dont think this is anything major, if it was a load bearing column on lower level i am sure the fire department, emergency services would have that whole area restricted.
Maybe they should send in the Advertiser Journo in to check it with no hard hat or other safety equipment - all they need is their mobile phone & internet access to facebook, twitter or instagram

There would be some form of issue with any development, you only need to build a house to see how easy it is for something to go wrong. Unfortunately the union has gone running to the media for what reason I don't know but it is disappointing, especially to make exceptional claims about structural integrity even before the engineer has looked at the issue. Hopefully he has a good lawyer should his claims prove to be false.

It does seem that way, i'm unsure about the exact percentage but it does seem to represent a large proportion of new developments. Adelaide must be a notoriously difficult city for developers to make a buck in. We've seen a bit of a boom yes, but that includes various cheap looking high rises being built (Bohem, for example), developers going to the wall at various stages, dumbing down of designs and materials at the last minute etc. etc. Vue offered to be the exception, but that turned out to be disappointing in the end.
We could also throw in Aria on Gouger to that list above, which ran into financial difficulties a while after completion and was sold, and 60 South Terrace which hasn't had a single owner move in and now the whole building is up for sale.
Central Adelaide on Grote Street stands out for me as the highlight of recently completed high rise apartment buildings in the CBD.

P.S I'm not saying this is the case with Kodo. Until the facts are known this could just be a storm in a tea-cup.
