Doesn't look too disastrous but a touch up would be better

Paint? It should be clad.

The variation from white to grey makes it look like they have painted certain areas and left others without a coat.
Will the western wall be clad as well?

If you read the interview where the reporter asked Mark Jarman about the Western Wall back in November, he doesn't really answer whether they are going to do anything about it.

This is his answer:
“At the minimum there’s some work that we can do around its continuity,” he said.

“We’ll look at other opportunities as well — it’s still early days"

I honestly don't think they're going to be doing anything about it anytime soon.

The vertical colour fade of the balconies actually complements SA Water and the Commonwealth Courts and reads better in person (although so does their miserable size). The concrete looks even worse (and won't be clad).

I thought the concrete was being painted a grey colour?

That's probably the only redeeming feature of it at the moment. Take those balconies away, or the colour gradient on them, and I'd say we'd have nothing more then a commie block.

Agreed. We are getting some decent height but what's the point if they are ending up looking like 'commie blocks.' Time to review the role of the assessment panel and to start enforcing greater design standards.
