Honestly, Rev, do you have any sympathy towards this state's heritage or do you see everything as disposable? Torrens Parade Ground has so much history attached to it, it'd be like bulldozing the Adelaide Gaol.
Why ? It's mostly a second rate parking lot for 360 days or so of the year..... much easier to respect the history when you actually see it and that's something a good architect or planer should be able to incorporate into any proposal

Agree with this. It seems hard to justify using parklands for what is 99% of the time an empty carpark. This would be an excellent location for the concert hall. There are many other locations where a parade could be held.

Strongly disagree. Granted, the use of the parade ground as a carpark and sleepy RSL offices is not ideal. But, including the Government House grounds (which should be open to the public), this is the only remaining section of the parklands that connects from river to terrace. That's an incredible legacy of the city plan, and this accessibility to open space should be maintained and enhanced.

There are many options for for improving the parade grounds but none of them should include built form. One option could be grassing over the bituminised area and reshaping the natural slope into an amphitheatre to better stage concerts and events.

And further to that, what is the obsession with members of this forum and wanting to build on parkland? Seriously, ask yourselves that question. It was never intended to be an abundance of prime real estate for future development, but instead to allow this city to have open spaces which so many cities around the world are not fortunate enough to have. Until the day that sites such as the old Adelaide bus terminal, the old LeCornu site, the carpark behind HMT or any other piece of under utilised land and represents the days of CBD warehousing are gone, bulldozing thing like the Torrens Parade grounds should NEVER be considered. And further to that, regardless of what people might think it represents NOW, the history is in what it stood for. So rather than constantly arguing it no longer serves a purpose and that it should be flattened for this reason make way for some you beaut concert hall, CBD arena or fuck knows what else, why not write to our government and ask why the site is not being utilised for a state-based war memorial?

Sure looks like parklands doesn't it?

It's the year 2020, and we have people who want the city to look like it's stuck in a time warp.
The building is as big an eyesore as the bitumen in front of it is as the gardens around it.
The Vietnam War memorial is one of the most underwhelming memorials I've ever seen.

It's the perfect location and great setting for a concert hall, and would tie in well with the Festival Centre. To compensate for the loss of the Vietnam memorial, they could build a new war memorial in the southern half of Vic Square as part of an upgrade. Make it the centre piece of an upgraded public space.

Another option is to redo the whole festival centre, rebuild something that will stand the test of time, and include a concert hall, and bring Elder Park into the 21st century while they're at it. Of course this being South Australia, people will complain about that too. They want something, but they don't.
It's not a timeless piece of architecture, there's nothing unique in a good way about it's shape. It's not the Sydney Opera house. It's just a dated piece from a bygone era.

Meanwhile over in Melbourne they built a new children's hospital on parklands, and then demolished the old one and turned it into a park. Just imagine the controversy something like that would cause in Adelaide. Oh wait, we had this argument here in Adelaide, except the new hospital wasn't built on parklands it was built on a contaminated disused rail yards which people claimed was parklands. Even a similar argument about the obahn tunnel which originally would have resulted in a gain in parklands. :roll:

This has to be the dumbest state in Australia.

I absolutely agree. The post office site, the abandoned Mayfield development lot, the carpark next to the remand centre... there is not a shortage of vacant land in the city centre.

None of those sites fit the brief for fitting in with a cohesive arts/ cultural precinct. The Torrens Parade Ground are in the perfect spot, and the current bitumen field is not befitting its location. At the very least, any concert hall should be near the river and North Terrace as are all our other cultural attractions.

I think it was a real missed opportunity not only in terms of the development itself but the way it would have catalysed further developments of the sort. Remembering that Ergo was being built across the road at the same time, it really would have given some momentum and evidence for successful inner city living.

Exactly. 431 KWS was approved for basically that very reason - a catalyst for development on that side of the city. It looked like it was finally starting to happen (25 years late) with Mayfield. Sure there are some one off high rises popping up, but this was a really decisive step. Even worse is that the market went for it so it's a big missed opportunity. Hopefully not a case of once bitten twice shy if ever the site (or surrounds) gets picked up.

The Government this month released an open public tender to develop an “initial scoping study” determining the viability and vision of the proposed venue.

“The work will include consultation with key stakeholders to understand the need for a new Concert Hall, and may ultimately feed into a strategic business case,” the spokesperson said.

It comes after the Government announced there would be delays to the construction of the new Women’s and Children’s Hospital, while a mooted city sports stadium has been put on the back-burner due to COVID-19’s budget impact.
It's surprising to me that the government has to tender out for this sort of study? Is our public service so denuded that we haven't the expertise anymore, which is really just basic research? In any event, it's a 10-week turnaround so presumably an answer before the year is out.

Also, nothing mentioned about an arena being delayed unless the government has conflated that with plans for the stadium. WCH and Aboriginal cultural centre were also both supposed to commence build this term, so yet more inaction there.

You know how the Liberal governments work, they run blindly into investing in sporting infrastructure but then spend a stupid amount of money on excessive scoping studies for anything relating to the arts and then shelve it once the findings come back, when from the get-go, that money could have been better used funding a small portion of the arts. A concert hall doesn't need this kind of study done, there's an actor tenant there and waiting (the ASO) and they will likely increase their annual programme if and when such a facility is built, there are various national chamber music groups and quartets in Australia that can use the venue and then it also opens us up to hosting international groups who want to use the venue. It's a no brainer.
