It's only 8 levels of apartments. Maybe shopfronts with a row of parking behind is more space-efficient than shops on all sides and a driveway to elevated parking. The post doesn't say how many parking spaces are needed or how they are arranged.

The next (4th) new forme project is just commencing on the eastern side of Hurtle Sq just north of stage 2 & 3. So far 2 different sections of the basement have been dug. picture 26/9/2020.

The roofline has a different angle to the balcony. It makes the building look a bit leaning tower of Pisa to me in this mock-up.
