KEY defence skills are likely to be attracted to South Australia under plans for a new software engineering campus in Adelaide.

Premier Mike Rann has held talks in Pittsburgh with Carnegie Mellon's Software Engineering Institute about the plan.

The institute is a federally-funded research and development centre sponsored by the U.S. Defence Department.

It established the institute to advance the practice of software engineering because software now is a key component of that nation's defence systems. Software also will be one of the major production elements of the $6 billion Air Warfare Destroyer project in Adelaide.

The Software Engineering Institute's program is executed by about 225 technical staff recruited from government, industry and academia.

Mr Rann said his talks in Pittsburgh followed negotiations in Washington with companies interested in working on the destroyer contract.

"The Software Engineering Institute campus is going to be critical to what we are doing with the air warfare destroyers and a range of other projects," Mr Rann said. "The institute doesn't have students and it's obviously about our defence industry."

Mr Rann hoped to have an Adelaide campus of the institute running by next year to complement Carnegie Mellon's entertainment technologies division from this year.

He said graduates could end up in the movie special-effects industry. "Graduates from the school in Pittsburgh end up working with Disney and Spielberg," Mr Rann said.

He was not concerned about the possible effects on Adelaide's three other universities of having more campuses in SA.

"My view is a rising tide lifts all ships and I think this is going to be terrific for people," he said. "We're already seeing just enormous interest."

AS many as four more overseas universities are tipped to open Adelaide campuses within four years.

Premier Mike Rann has revealed he is involved in negotiation with a U.S.-based university and two British institutions.

These are in addition to the Carnegie Mellon campuses already planned for Adelaide.

Mr Rann would not name the universities, but it is understood he is keen to attract courses such as energy economics, hi-tech criminology and software engineering.

"We are looking at an education hub in Adelaide where people can get Australian, British and U.S. degrees," Mr Rann said.

"The aim is to develop postgraduate programs which . . . fit the state's economic future," he said.

Mr Rann said that Pittsburgh's Carnegie Mellon University had opened its doors just weeks ago and predicted "three or four more universities" would open branches in SA over the next four years.

He said he had signed an agreement with Britain's Cranfield University for a feasibility study into opening an Adelaide campus.

Cranfield was seen as a "perfect fit" because of its expertise in defence subjects and its co-location with Britain's Defence College of Management and Technology.

He said it would aim at developing defence skills for workers in areas such as radar, systems engineering, electro-optics and weapons.

Mr Rann was keen to attract more international students and said Adelaide's foreign student numbers had grown at twice the national average for three years.

He said the sector generated $400 million for the economy each year.

ADELAIDE is set to have its third foreign university campus within 12 months offering postgraduate legal and environmental studies.

Officials from University College London will arrive in Adelaide within weeks to begin a feasibility study.

Another university – the prestigious Cranfield University from Bedfordshire – has confirmed it immediately will register in SA as a foreign university.

Premier Mike Rann held talks with both institutions this week as part of his overseas trade mission to Europe and the UK.

He said the moves would underpin Adelaide's reputation as Australia's university city.

Adelaide has 20,580 overseas students at tertiary institutions – with the figure predicted to reach 23,000 by the end of this year. Carnegie Mellon already has about 100 students at its two campuses.

Mr Rann signed a new deal with Cranfield, which offers special courses in defence education, to operate from the same city campus as Carnegie Mellon.

The Government and Cranfield jointly will fund a business development office in SA to start its Australian operations. The move will cost $1.5 million over three years. Cranfield already has delivered two short-course executive programs – on logistical support and electronic warfare – in Adelaide in March and April this year.

During the three-year business period, Cranfield will continue to teach a wider range of executive short courses, begin teaching dual post-graduate degrees with existing SA universities and start teaching specialist defence-related masters degrees.

"When I first visited Cranfield 12 months ago, I was impressed with the university's close ties with the military and how their research and courses are designed and taught to cater for precise capability requirements," Mr Rann said.

"This is exactly the model SA's burgeoning defence industry is following.

"The decision to bring one of Europe's top defence institutions to Adelaide was not a difficult one."

Mr Rann said that along with Oxford and Cambridge, UCL was one of Britain's top five universities and counted 19 Nobel Prize winners among its former staff and students.

Mahatma Gandhi was one of its law graduates.

"UCL has great strengths in areas such as environmental law and energy and economics," Mr Rann said.

Mr Rann met the university's Provost Professor, Malcolm Grant, in London and agreed to fund a major market research report as one of the final pieces in a feasibility study.

He said senior UCL academic staff planned to visit Adelaide within weeks.

Mr Rann also visited retiring British Prime Minister Tony Blair at 10 Downing St in London yesterday, and invited him back to SA.

I wish Oxford would open here,

It would be pretty cool to say to interstaters that we have London's Oxford University in Adelaide. :D

crawf, Oxford University is in Oxford not London.
