Exciting news that state funding has been announced to match City of Onkaparinga’s funding and commitment to develop the Witton Bluff Base Trail!
This nearly 1.4km trail will be built around the base of Witton Bluff connecting the Christies Beach and Port Noarlunga foreshores.
Council has been working with the local community and all tiers of government to deliver this project for many years.

Land rezoned to allow SA Jockey Club’s $400m housing project at Morphettville Racecourse
The SA Jockey Club’s plan to build apartment buildings up to 12 storeys high at Morphettville Racecourse has overcome a major hurdle.

The prospect of a $400 million residential estate on part of Morphettville Racecourse is a step closer, with the State Government rezoning the land to allow for housing.

The South Australian Jockey Club has announced it has been notified by Planning Minister Stephan Knoll that its Development Plan Amendment has been approved, paving the way for the development that includes 1000 homes in apartment buildings up to 12 storeys high.

Land between the racecourse entrance and Anzac Highway, including the site of The Junction Hotel, has been rezoned as “Urban Core”.

This allows for a combination of major land use types, with housing limited to 60 per cent of the site.

SAJC chief executive Grant Mayer said the rezoning would allow the club to “unlock” the value of the racecourse as part of its master plan, which was developed seven years ago under then chairman Tony Newman.

Under the plan, part of the racecourse, that first held a meeting in 1875, would be developed into a “vibrant residential, retail and community facility”.

It would include a new park-and-ride facility, 5500sq m of shop space, student and aged accommodation, serviced apartments up to 12 storeys high, affordable housing and medical businesses.

“We will now start an informal engagement process with the development market to seek feedback from companies interested in participating with the SAJC in the development of the club’s land,” a club statement reads.

“That will then lead to a formal expression of interest process which will ultimately shape what the eventual redevelopment will look like, how it will be delivered and, importantly, what returns the club will ultimately realise.”

The SAJC has employed David Sinclair, who was involved in the $2 billion development of Moonee Valley racecourse in Melbourne, to drive the project and secure a development partner.

Cox Architects has been appointed to provide concept designs that would include the likely demolition of The Junction Hotel.

The SAJC is currently suing four people in the District Court, including former director Kevin Harrison and life member Bill Spear, for allegedly disclosing confidential board information including the club’s plan for the $400 million housing development

Mr Spear has publicly opposed the proposal on the basis SAJC members have not been fully informed of the details, including the costs already incurred on the project.

Last year then SAJC chair, Bodelle Francis, declined to reveal how much had been spent on consultancies for the project.

Work begins at neglected Parkside public housing block

Renovation work has finally started on a 21-unit State Government-owned public housing block that has remained empty and dilapidated for three years, despite $4 million being set aside for upgrades in 2018.

InDaily reported in January that the apartment block on George Street in Parkside – one of Adelaide’s most desirable city-fringe suburbs – had been made progressively vacant and left in a dilapidated state since 2017.

The former State Government committed $4 million to renovate the 21 single and two-bedroom unit block and a neighbouring 45-unit building on the same site – known as “Rosslyn Court” – in February 2018, but only $600,000 had been spent fixing “non-structural problems” to the larger building.

InDaily asked the SA Housing Authority in January what had happened to the remaining $3.4 million set aside in the budget and why the 21-unit apartment block had not undergone renovations, but a spokesperson was unable to clarify.

nDaily asked the SA Housing Authority on Tuesday to provide information on the scope of the work, how much it cost and when the work would be finished.

In a media release this morning, the State Government announced it would spend $10 million on a “maintenance blitz” of over 1400 public housing properties, including the 21-unit block at Rosslyn Court.

According to the release, the works planned for the Parkside property including replacing the asbestos roof, internalising laundries, resurfacing and rendering the exterior, painting and demolishing outbuildings.

The release did not specify how much of the $10 million would be spent on the Rosslyn Court upgrade or when the works would be completed.

A SA Housing Authority spokesperson later clarified that the upgrade would cost $1 million and is scheduled to be complete in July.

Opposition Human Services spokesperson Nat Cook said the Government was not spending new money.

“This attempt to pass old money, which was committed by Labor in 2017 to Rosslyn Court, as economic stimulus is absolutely ridiculous and people can see through it,” she said.

“There is a housing crisis in the state and the Liberal Government needs to invest more money, not re-announce already committed funds.”

The State Government said the $10 million stimulus brings forward spending under the $75 million committed for maintenance upgrades under its new housing strategy.

Two other 45-unit apartment blocks also located at Rosslyn Court were refurbished in 2011 in a separate upgrade funded by the former Federal Government.

The SA Housing Authority, which has owned the property since 1965 when the apartment blocks were first built, said in January that from the three 45-unit blocks that are currently tenanted, four units remain vacant.
