MEDIUM to high density housing will make up nearly one third of the Tonsley Park redevelopment proposed for the former Mitsubishi site.

About 2000 people are expected to live in 1000 townhouses and apartments planned along the western side of the 62 ha site alongside the Tonsley railway line, according to the State Government's Tonsley Park Development Plan Amendment for the area.

The development will include shops, light industry, student housing and possibly a hotel.

The new planning guidelines have been released for public consultation, the next step in the revamp of the old car plant bought by the State Government for $32.5 million in 2009.

It plans to spend $253 million developing the site over 20 years.

A new $125 million super-TAFE college, to replace campuses at Marleston, O'Halloran Hill and Panorama, and a $120 million Flinders University teaching and research centre will also be built at the site.

Concern funding cut will put Flinders University expansion at risk

FLINDERS University is concerned the Federal Government's decision to slash $2.83 billion from university funding will put its Tonsley Park expansion at risk.

Higher education will pay the price for a $14.5 billion boost to public and private schools over the next six years.

The Federal Government plan has already caused angst in South Australia, due to its lopsided allocation of funds - $600 million in SA and $5 billion in NSW.

Flinders University vice chancellor Professor Michael Barber said that while the overall effect needed more analysis, the funding cuts would impact on staff and student services.

"Flinders will be analysing the government's decision in coming days but it would be regrettable if we were forced to delay or reduce our commitment to Flinders' $120 million expansion at Tonsley Park as this is a vital project for the economic transformation of the south and the generation of jobs for future South Australians," he said.

"The decision to require the repayment of scholarships could also discourage potential students from applying to attend university - an outcome that would run counter to the government's professed ambition to increase the numbers of people with university degrees.

"The funding cuts directly contradict the recommendation of the Federal Government's own review by Ms Jane Lomax-Smith which found, in 2011, that the higher education sector is under-funded by international standards, and that increased funding was needed 'to maximise the sector's potential to contribute to national productivity and economic growth."

Flinders University announced last year that it would become a strategic partner in Tonsley Park advanced manufacturing hub redevelopment plans and would invest $120 million in a new building and infrastructure to create a teaching and research centre aimed at bringing 2000 students and 150 staff to the area.

Computer science, engineering and mathematics undergraduate programs, as well as research programs in nanotechnology, medical devices and clean technology would be situated on the site.

Santos, BHP lend support to Adelaide research centre

THE state's leading minerals and energy companies, BHP Billiton and Santos, have welcomed the creation of a special research centre in Adelaide.

Among the few significant initiatives in the State Budget, the Mining and Petroleum Centre of Excellence will be established as a partnership between the Government and private sector.

It will most likely be located at the Tonsley industrial precinct.

BHP Billiton has committed $10 million to the centre, which will support education, training and research to enhance SA's capacity to meet the challenges of deep mining and the processing of complex mineral bodies.

"We look forward to working with the State Government and other stakeholders to build SA's capacity to further support the development of Olympic Dam and the mining sector generally," BHP Billiton president SA Darryl Cuzzubbo said.



Santos also is expected to commit a multi-million dollar figure to the centre.

Santos vice-president Eastern Australia James Baulderstone said he strongly supported establishing the centre as a critical step to realising the potential of the unconventional gas business in SA.

The centre would help leverage this potential to attract leading industry service providers to Adelaide.

"We anticipate the Tonsley project will establish Adelaide as the centre for learning and innovation in the unconventional gas business both in Australia, and for that matter the South East Asian region," Mr Baulderstone said.

The State Budget allocated $6 million over four years to the centre - $2 million for each of the first two financial years, then $1 million a year.

Mineral Resources and Energy Minister Tom Koutsantonis welcomed the BHP and Santos commitments.

"Experience has shown SA performs at its best when Government, business and the community work together," he said.

"Through a collaborative approach, the centre will be able to support strategic projects that ensure that we are able to harness SA's mineral and energy potential.

"An area of focus for the centre will be to explore innovative ways to develop the state's endowment of unconventional gas."

Both BHP and Santos have commitments with the State Government related to legislative concessions.

BHP's pledge followed the extension of the indenture agreement on expanding Olympic Dam and Santos's to the lifting of a cap on shareholding

Flinders University’s role as a major contributor to the economic and social development of the southern part of Adelaide was underscored yesterday (July 14) with the start of construction of the University’s $120 million building at Tonsley.

Just days after the University Council formally approved the project that will define the University’s future, the Minister for Manufacturing, Innovation and Trade, Mr Tom Kenyon, joined Vice-Chancellor, Professor Michael Barber, in turning the first sod at the former Mitsubishi site.

Professor Barber said the six storey, 18,000 square metres facility will be a focus for the University’s teaching of computer science, engineering and mathematics and related research, entrepreneurship, research commercialisation, and business collaborations.

“Flinders commitment of $120 million to Tonsley – the largest single capital outlay since the University was founded almost 50 years ago – shows our confidence in Tonsley and its potential to be the catalyst for developing the skills and jobs that will shape an innovative and productive economy for South Australia,” Professor Barber said.

“We share the SA Government’s vision for Tonsley to become the lynchpin of the state’s high-value manufacturing future and look forward to seeing the precinct attract the private and public sector support required to achieve that goal,” he said.

Mr Kenyon said the sod turning “endorses Flinders University’s commitment to world-class teaching and research and confirms that Tonsley is open for business”.

“A high-value and innovative manufacturing hub in Adelaide’s south will pay dividends for the whole state and having some of the best and brightest Flinders University researchers and students at Tonsley will help attract other high-tech businesses to the redevelopment,” Mr Kenyon said.

Professor Barber said collaboration and entrepreneurship will be at the heart of the University’s activities at Tonsley and the University’s recently launched New Venture Institute will focus and intensify Flinders’ entrepreneurial activities and education to the mutual benefit of business and community partners and the University’s staff and students.

The New Venture Institute, headed by Mr Matt Salier, will tap the skills and entrepreneurial experience of:

Flinders academic and research staff, particularly the Flinders Business School,
The University’s commercialisation arm, Flinders Partners,
The Medical Device Research Institute,
Flinders Partners’ programs and company spin-outs including Venture Dorm, Strategiize and Clevertar,
The Southern Knowledge Transfer Partnership.

This is really good news. This site has so much potential to completely re-vamp the whole middle south. It also has a greater potential to be so much more than a dormitory TOD (like Bowden, Cheltenham etc.) . because here it will truly be possible for people to live, work and study on this site . It get s less publicity than Bowden, but I think is just as exciting, with a more industrial urban edge and with the new interchange and electrified train line, it is hard to imagine a better outcome for the former Mitsy site. Kind of a shame something similar was not planned for the Kilkenny site, more of a mixture of light clean future based industry, an educational facility linked (maybe a trade school) and some high density residential housing for students and site workers alike. A big well done to the state government if they see this through to its full potential.

Tower awaiting the boom

On the left is one of the main old factory buildings stripped and being fitted out for future use. Note the upper level in the middle of the building. In the last month I have noticed on two separate Sundays a Helicopter lifting materials (I wish I had taken photos) from the back of the site to the middle of this building, I assume it is to assist in building this second level. An expensive way to lift items but it does look like conventional lifting efforts would be difficult given how large and difficult to navigate the buildings framework appears.

Hopefully the state gov can carry on with this, the Tonsley line upgrade will be vital for the whole Flinders area in future. The Tonsley line has been a completely wasted transport asset for years now. Tonsley park itself is an ideal place for a TOD as all the elements are there. Given the state of SA state finances it will be interesting if it continues given the work already started recently on this section if track. HOWEVER I maintain my previous opinion that if this is not complete by the time of the next state election and the Libs get in here, say good bye to any further suburban rail upgrades, and probably much of this development with it, which will be very disappointing. The state Libs plans for Adelaide mirror the RAA and seem to hark back to the 1950's.
