Proposed $400 million regional centre at Noarlunga

The City of Onkaparinga has garnered interest from the state government and a large Chinese investor to build a $400 million regional centre in Noarlunga that is designed to revitalise the south.
The proposed ‘Noarlunga Regional Centre’ will offer a mix of commercial, health, retail, residential, and entertainment opportunities covering six hectares at a site yet to be determined.
The March 2015 post on the council website says: “The centre will be the heart of our city - a vibrant, active place offering commercial spaces, a range of residential housing options, and new retail and entertainment options”.
“There will be a focus on sustainability with green buildings and open spaces. We will create a network of streets and laneways with a focus on pedestrians and cyclists,” the website reads.
“Day and night there will be something on offer for everyone - a place to live and work, a place to shop, a place to meet friends and enjoy life, both indoors and out.”
This concept was pitched to Chinese investors at the June state government delegation of business leaders to China, led by Premier Jay Weatherill.
Council’s mayor Lorraine Rosenberg and CEO Mark Dowd participated, having an opportunity to discuss the proposed development with Beijing Development Area Company (BDA).
Mr Dowd said the investment giant - a state owned shareholding company with total assets of ten billion Yuan ($2.1 billion) - is interested in the council’s proposed multi-million revitalisation project, finding it “compelling”.
“We know that projects of this magnitude can only be delivered through joint investment and commitment from council, government and private partners and we must strike now while interest in our city is strong and the spotlight is focused on us,” Mr Dowd said.
“We are working closely with state government to achieve success and ensure we’re realising both our local goals and state strategic priorities.”
Mr Dowd said the council has “worked very hard to build our own links with China, hosting several delegations, visiting China and signing a sister city agreement with Changli County in 2014 and a Memorandum of Understanding (MOU) with Jinan City in 2015”.
“The NRC project is by far the biggest project this council has ever been involved in and we’re determined to develop and leverage the relationships we have forged in China over the last two years.”
Next month the council plans to issue a formal expression of interest for local and international investors in the Noarlunga Regional Centre

Surely if this is to be built, it should be built around the train station/shopping centre.
Why not get the developer to rebuild the train station/bus interchange in exchange for air rights to build apartments over that space?
A win for everybody at no cost to the council or state government (and probably a financial win for the council with a large increase in people paying council rates, same for the SA government with stamp duty)
