It doesn't say it is, but it doesn't say it isn't, either. Three nights seems like a long time (with a longer time on the third one) to just shift the barriers a couple of feet to get more working room. That said, I'm not sure the bridge looks ready to have traffic on it yet either. It looks like it has temporary pedestrian handrails not truck-resistant barriers.

I drove on it for the first time last night. Definitely looks like it will be two lanes in time.
