Transport Department says Belair rail line closes for overnight works

THE Belair rail line will be closed for overnight works for two weeks from Monday, September 16.

The line will be closed during the week between 10pm and 5.30am to Friday, September 27.

Weekend line closures will occur on Saturday, September 28 and Sunday, September 29, 6pm to 8am.

A bus substitute between Adelaide and Belair will be available on the weekend services.

Services are expected to return to normal on Monday, September 30.

The closures are needed as part of the works to electrify the Noarlunga line.

A Transport Department statement released today said there would be more evening off-peak restrictions and weekend line closures in the coming months for electrification works.

Yes, there are 9 services that are cancelled.

The disruptions to the Belair Line are going to be more severe than that announcement makes them out to be because Ad Met updated with another announcement regarding full weekend closures spanning from September to the start of December (Which will effect the Noarlunga Line assuming it reopens in October)

The real kick in the balls here is after 10 months of the Noarlunga Line being out of service assuming Noarlunga line services resume in October Noarlunga line commuters will now have to face weekend closures upon the line being reopened.

The extend of this weekend closures is to finish up the electrification work from Adelaide to Goodwood and to install the overhead infrastructure (Lift, Roof and Pedestrian Overpass) at Wayville Station.

Infrastructure Minister Koutstantonis has been on radio this morning conceeding that it is highly unlikely that Rail services on the Noarlunga line will recommence this month.
He is awaiting a report from the Rail Commisioner next week on a possible date for reopening the line.
He will go along with whatever that report says.

Just posted to the SA Planning, Transport and Infrastructure Facebook page:

Diesel rail services on the Noarlunga line will regrettably be unable to resume in September. DPTI still expect to be in a position to return services before the end of the year and are still on track to deliver electric rail services from Seaford from early next year. From October 1st, substitute buses will run free of charge until the Noarlunga line services resume. We appreciate your patience.

THE Transport Department is continuing to test its new electric trains along the Seaford line.

An A-City 4000 class electric train was spotted travelling over the 1.2km Onkaparinga Valley rail bridge yesterday.

A Transport Department spokeswoman said it had been testing the new trains for the past two months to ensure passenger safety.

"The commissioning phase is required to ensure that the safety and integrity of the new trains meets the required standards, before the introduction of full passenger services in early 2014," the spokeswoman said.

"This commissioning phase is also required to ensure the new Seaford line has all the necessary approvals in time for the launch of our first electrified commuter services."

The first electric train arrived in the state in July and in total there would be 22 three-railcar sets on the tracks next year.

The Noarlunga line was due to open this month but has been delayed until mid-November to fix a signalling system fault .

Transport Minister Tom Koutsantonis apologised to southern commuters.

He said the government would provide free buses - costing taxpayers between $1 million and $1.5 million - and provide airconditioned buses on hot days

During the 2011-12 financial year, the Noarlunga line carried 3.135 million passengers.

That would depend on the specific contract. Most contracts have a clause dealing with what are called 'liquidated damages'. These are not fines exactly, but a form of compensation to the Principal (The SA Government) if completion is later than the contract completion date.

Whether or not the Contractor would have to pay liquidated damages would depend on the type of contract. Most contracts these days have clauses that allow contractors to claim extensions of time on the contract for various reasons. If the Contractor has had valid reasons for being delayed, then most major works contracts will allow an extension of time. So in this case, it might be that there are valid reasons for delay, and the Contractor would not have to pay the liquidated damages.

The reason for allowing extensions of time is because if a contractor knows that they are never going to be allowed an extension of time, then they factor that into the overall price...upward stratospherically. What that means is that even if the contract goes over time, the price takes that into account - and the contractor is no worse off. If OTOH the contract is completed on time, then the contractor makes a windfall profit. Sweet. Therefore, most contracts allow for reasonable extensions of time to get the lowest cost job done.

Am I going crazy or reading things wrong but is anyone reading that the Adelaide metro website advising of running peak hour shuttle trains between Seaford and Noarlunga Centre as from yesterday?
