Could elevation be a factor? Not that there would be much difference. I suspect that 203N is about a metre or two higher than 269N. As from the intersection of Frome and Rundle is pretty downhill from there to the Torrens. I'm pretty sure there's a marked elevation shift between the two locations. ...
