You can't ban the practice out right, however a vacant land tax would certainly be doable.
Time limit restrictions on selling the land could be enacted. i.e. 2 year rule for any land allotments exceeding X square metres - you'd have to set a minimum square metreage so as to not accidentally ...

Update 1/6/2025, for froestville. Nothing is happening at the west end (closest to Anazac Hwy). The hole in the ground is still the same. The only activiity has as at the far east end where curbing for a roadway has been poured and some street lights have been installed.

How much traffic will actually be turning right from Anzac to head north? Mainly those coming from Leader St?
Surely most City/Greenhill Rd traffic will enter the motorway northbound from Richmond Rd or Port Rd (for City traffic)?
Southbound, I can see a reasonable amount of traffic turning right ...

I look forward to planning literature in another 40 or so years, after a century of car-centred urban sprawl and development, of how developments like this, Buckland Park and more are all horribly unviable mistakes that ultimately deliver little benefit.

It seems to be a similar concept to what they've done at Port Rd. Turn left to Turn right.
