As Patrick alluded - the maximum ground capacity is completely irrelevant in this decision as in SA the crowd is currently limited to 20,000. The Grand Final went to WA because they do not have the same capacity restrictions as SA - this is a product of the COVID situation and current health direct...

A western entry/exit to the existing ARS would be almost as good as a stop right outside of the hospital and would not involve building a stop in the middle of a rail yard only a few hundred meters from the terminus.
