I'd say it's more likely that the remaining lines will use hydrogen powered trains in future rather than electrifying the lines.

Athletes don't need a village, they can stay in hotels. Sports competitions don't need spectators, they can watch on TV. Demand for housing in the Port Adelaide area is only going to increase as we get closer to construction starting on the new subs. The spur line should further encourage investment nearby.
