Realistically speaking, who would want to be the trend-setter on West Tce? It's ten thousand lanes wide, the mix of tenants is already motoring-oriented, it overlooks a cemetery and dreadful people living in bushes, it won't ever have pretty upgrades like North Tce, and it's too far from the centre...
