I remember reading on the Messenger that many councillors were elected due to their opposition to the Victoria Park granstand, and their commitment to heritage preservation. By the way people, render on the front page has police credit union naming rights on the building.. i'm told this isn't the case, and PCU have not yet been confirmed as tenants yet. All that is confirmed is a first choice liquor store on the ground floor.

Call to make green ratings mandatory

GREEN buildings should be mandatory in the city's development plan, not just an ideal, Cr David Plumridge says.
His comment came after the city's Development Assessment Panel this week questioned the environmental credentials of an eight-storey, mixed-use development for the corner of West Tce and Gouger St, and deferred its decision.
The DAP also held concerns about shadowing over nearby heritage-listed cottages.
The West Tce application, by Build-Tec Services, did not include an energy audit showing it was ``demonstrating energy efficiency'' a requirement under the council's city development plan.
However, the development plan does not state what level of energy efficiency a building must achieve.
Cr Plumridge told Monday night's DAP meeting: ``It's obviously pointing to a deficiency in the plan, that's a matter the council has to address as a matter of urgency.''
He later said the matter would have to wait until mid-2008, when the council was scheduled to review its plan, and its environmental controls needed to become mandatory rather than ``guidelines''.
``(The plan) points to what might be acceptable but it needs to be stronger than that,'' he said.
City CEO Stuart Moseley said it was difficult to introduce mandatory measures such as green star ratings for building codes into a development plan.
He said such ratings were not yet developed for apartments or entertainment venues, as they were for offices and were constantly changing.

Making green ratings madatory via a Development Plan will not work. These people need to understand how this legislation works. Considering his experience I would have thought he would know this. A development plan is a guide. All of its provisions serve as a guide and the more provisions you satisfy generally the better it is for your development. The ACC development plan is excellent when it comes to encouraging green buildings. The deficiency is actually in encouraging smaller office developments to be green. At the moment you basically wouldn't build a large office building that is not green, it just wouldn't happen. However there is little incentive for smaller office buildings to be green. You need to encourage the smaller office buildings to go green by reducing other requirements for these buildings eg relaxing car parking requirements etc. Definately not by introducing madatory requirements, otherwise good bye development boom as developers will go elsewhere.

This should get approved on Monday... I thought it would be months of defferment.. I'm very impressed.
SUMMARY
1. Consideration of the application was deferred by the Development
Assessment Panel on the 3rd December 2007 to allow for the provision of
additional information regarding energy efficiency and for further consideration
of potential impacts upon adjoining residential properties within Alfred Street to
the south.
2. A detailed assessment of the proposed amendments and additional
information is provided within Section 3 of the report below. A comprehensive
assessment of the proposal, as presented to the DAP at its meeting on 3rd
December is reproduced within the attachments.
3. The proposed amendments and additional information provided by the
applicant are considered to address the issues raised by the Panel and
reduces the potential impact upon the adjoining residential properties to the
south of the site as follows:
• The applicant has committed to achieving the equivalent of a minimum 4.5
star rating within the Australian Building Greenhouse Rating scheme and
has added additional energy efficiency measures to the proposal.
• A portion of the building has been removed from the southern boundary of
the site and as such has increased the level of solar access to the
adjoining residential properties and decreased the potential impact of the
bulk and scale of the building.
• The noise mitigation measures proposed within the car parking area
adjoining the residential properties is considered to be sufficient to
minimise the potential impacts.
4. The proposed amendments are such that the development is considered to
satisfy the majority of the relevant provisions within the Development Plan and
warrants the granting of Development Plan Consent.

The City’s major south-west entrance is set for further redevelopment, with the Adelaide City Council’s Development Assessment Panel tonight giving the go-ahead to a new $20 million eight-level commercial and car park complex at the corner of West Terrace and Gouger Street.
This follows a decision by the Panel last month to approve CMI Toyota’s $20 million plan for a new four-level vehicle showroom, office and car park building on its West Terrace site – adjacent to the site of this latest proposal.
Build Tec Services Pty Ltd plans to demolish the existing structures on the 2,940 square metre site and construct an eight-level building incorporating retail and commercial tenancies and more than 240 car parking spaces.
Lord Mayor Michael Harbison says the project will bring a substantial development to a currently underutilised site.
“This is an important site on one of the key gateways to the City, and as such the Adelaide City Council is keen to replace the existing fragmented character of West Terrace and its surrounds with high quality developments of this nature,†he says.
The proposed building would have a West Terrace frontage of 64.3 metres, and a frontage to Gouger Street of almost 46 metres.
It includes secure bicycle parking for around 20 bikes, and staff car parking and courier parking at ground level.
The developer intends to install sun shading devices on the building’s northern and western sides to limit heat gain and loss, as well as using best-practice lighting, heating and cooling, and ventilation. The development will also incorporate a waste management plan, including the storage and re-use of stormwater.
A previously approved development application (August 2006) for this site lapsed after 12 months.

Yes.. paul reports that gouger/west tce will most likely have cranes up by june.
