Datong has joined with Jinwei Group to form JWDT and there's a note on their website that says:

In 2016 JWDT Group acquired a block of land in the core area of Adelaide CBD, and will develop an iconic building, namely DOMINATOR 1, on the site. The project will be around 230m height, 60 floors high rise building with conference center, a high-end boutique hotel and city skyline apartments, it is scheduled to be officially introduced to the market in 2017, and fully launched in 2018.

There's a JWDT sign at 123 Flinders Street, so they might be referring to that site, which was Datong land that a previous large proposal below was earmarked for, but we can't be sure.

I think it means when the launch party will be and when contracts are signed. Unveiled usually indicates when a project is first shown to the market, but are not available for sale. Usually involves a media release.
