Just need to send the inspectors around more often (who can also ticket the delivery vans and uber drivers that routinely park where the traffic islands are on Sixth and Fifth Sts)
Whilst it is an issue, I still believe that residents parking on the street is a lesser issue when compared to the scores of outsiders who park at Bowden and take the train or tram into the CBD for work or work hybrid from Plant 4, both of which are a lot more common than one might think (this is also a big issue behind Bloom Cafe in Thebarton). Inspectors are frequenting Bowden more-often and catching out a lot of residents, but on that front, this all comes back to Renewal SA and the State Govt's failing to provide/ensure the necessary amenities for residents in the area, whilst providing a strong population to guarantee the success of such amenities, and the initial push for Bowden to become a first home owners suburb (real estate prices in the area have maxed out first home buyers).

It's a TOD, and yet, most residents own one car or more because they don't have everything they need at their fingertips, as was planned (unless of-course they want to have their hair done at one of the three hair salons in the area), or because they're retirees who have downsized and bought into the area but don't want to part ways with their Audi. These two issues, along with the fact that Plant 4 is a failure on its original concept, that now it's become a glorified foodcourt serving thousands of Bowden outsiders each weekend, and providing itself as a function space most weekend nights (attracting hundreds of car-dependant people from outside). Honestly, if Bowden didn't have the two empty dirt sites providing parking; people wouldn't bother coming into the area or if they did it would be even more of a nightmare.

You don't need to convince me of that issue, I've been campaigning around that for years. RenewalSA couldn't even get the concept of there being a difference between "destination" retail/hospo, and what serves locals — and that one encourages car use (particularly from people outside the area), and one reduces the need for it by not requiring residents to drive elsewhere.

Advertising started for Arc Bowden, on the former Plant 1 site between Fourth and Fifth Streets.

Not sure about their claim of being the "Bowden's last parkfront opportunity", given there are still two other undeveloped lots fronting Park Tce.

I live in the neighbouring Park Central, and am glad to see this announced and going up. Hindmarsh Construction who own this site put some concrete bollards just inside the fence some months ago, so I'm not sure whether they're gearing up for immediate site works or what?


As for the other sites you mentioned, I'm not sure what's now planned for the other larger block facing onto Park Terrace, it was touted for a multi-level premium office building (by the same group behind Park Central), but went very quiet? The neighbouring site to Park Central (between Park Tce and Plant 4) that's recent been put on the market by Renewal SA, should be reserved for a footbridge. I realise that there is a shared path adjacent to Bowden Station utilising the underpass. But the pedestrian lights outside this development get a lot of use and I believe there is an argument for better pedestrian connections between the parklands and Plant 4/Bowden/Gasworks, given how many further residents are yet to move into the area.

The last I heard was that it was taken off the market, and is being significantly redone. When it was originally being planned, there was a late-covid demand for office space outside the CBD and it was designed around that market. That demand suddenly evaporated around the time it eventually went to market, and were not able to attract enough interest in the spaces available.

Could have been good for that GP/health-clinic everyone wants in the area, or even the other businesses that have moved in that don't really need ground level tenancies for passing traffic (orthodontist, interior designer, etc), but then I'm not a commercial leasing agent :2cents:

update for former Gas Works site as at 27/1/2025- there are numerous large pits in which contaminated soils have been placed and truckloads of new fill and quarry ruble in heaps all round the site. At least the site does not smell so bad all though the oder is still detectable. No actual construction has been started yet. Pictures looking south from Second St (along East St closed off).

I'm really interested in this development and its potential. How ironic that is will be a gas-free precinct considering its history :lol:
The development will be a gas free precinct. In a South Australian first, all power across the project will be delivered via 100% renewable energy and will achieve a 6 Star Green Star community rating in accordance with the Green Building Council of Australia’s, Green Star – Communities Framework.

24 February 2025

Work is set to begin on the construction of ARC Bowden, the first of several new developments scheduled to start construction in 2025 at Bowden, as work continues towards the completion of Renewal SA’s award-winning urban community in the northwest of Adelaide.

ARC Bowden will join four significant housing projects already under construction and will be followed by South Australia’s first institutional build-to-rent project being delivered by Sentinel Australia, forecast to start in the first half of 2025 on Third Street.

These developments will contribute to much-needed housing, create more than 300 jobs, 533 homes, and have a construction value of more than $300 million.

On completion, the award-winning master-planned community of Bowden will be home to more than 2,500 people.

Residential developments currently under construction:

• Cadence – 23 townhouses on Karra Tapa Lane

• Tribeca – 19 townhouses on Gibson Street

• Muse – 36 apartments on Gibson Street

• Uniting on Second – 70 affordable apartments on Second Street

Shane Wingard, Renewal SA’s Executive Director of Property and Major Projects, said the agency was working towards completing the development of the former Clipsal site at Bowden, in which Renewal SA is the master developer, to increase housing and, significantly, a broad range of housing options including affordable, build-to-rent and market housing close to the city.

“We are now working to deliver on the final phase of this significant precinct to help put more South Australians into homes,” he said.

“These developments have required extensive planning, and we are now reaching significant construction milestones toward completion.”

ARC Bowden is the next development project in Bowden by national developer Hindmarsh, rising 11 stories above the ground and featuring panoramic views of the city and Adelaide Hills.

Designed by Tectvs, the award-winning architects behind the precincts Guild Terrace townhouses and Artisan Apartments, ARC Bowden is offering one-, two-, and three-bedroom apartments starting at $424,000, with at least 15% of the apartments offered for sale under the state government’s HomeSeeker affordable housing scheme.

ARC Bowden is already receiving significant interest resulting in 35% of the building already sold since pre-sales began in late 2024.

Hindmarsh have delivered a number of buildings as a developer/builder across Bowden, including the Bowery and Artisan and was the builder working with Housing Choices SA in the delivery of Nightingale Bowden.

Breaking ground on ARC Bowden comes after two other recent milestones within the precinct.

The first was the handover of ‘Tapestry’ in December; 24 Five Star Green Star Torrens-titled townhouses designed by Studio Nine architects.

Then, Otello commenced construction of 36 boutique apartments on the site of the former V2 gymnasium in December, a nine-story development known as ‘Muse’.

Muse, also designed by Studio Nine, will offer one-, two-, and three-bedroom and studio apartments, above new food and beverage offerings on its mezzanine floor.

Muse entered the market in September, offering apartments for sale off the plan from $419,000 to well over $1 million, and has all but sold out in just three months.

“The speed of sales at Muse is a prime example of the strength of buyer demand in Bowden and provides confidence in the quality lifestyle available to residents, and market confidence in the delivery of the remaining development,” Mr Wingard added.

Renewal SA has also commenced an expression of interest process for the sale of two of the final remaining pieces of land within Bowden as part of its broader Sales Release Plan launched in late 2024, unlocking more than $2 billion worth of development projects across the state.

The Park Terrace and Gibson Street allotments are poised for prime development for a range of additional residential and retail offerings.

“We have had some compelling proposals for both of these sites, and we look forward to making announcements later in the year,” Mr Wingard said.

The adjoining Brompton Gasworks site will officially start work on the delivery of its first homes this year.

The site will be redeveloped by MAB Corporation, the successful proponent of a competitive tender process to acquire the land from Renewal SA.

Currently in the final stages of site remediation, MAB’s vision for The Gasworks at Brompton will deliver a master-planned village made up of over 800 new homes, including a heritage retail precinct, 120 Nightingale Housing zero-carbon affordable apartments, and a collection of townhouses in the initial stage.
“Upon The Gasworks completion in 2035, the government's original vision for the Bowden precinct will be fulfilled, providing a new model for urban renewal and inner-city living,” Mr Wingard added.

MAB has committed to the delivery of open space, retail, commercial and community facilities within its section of the precinct, adding more amenities for existing Bowden residents.
Located 2.5km from the CBD, Bowden was the state government’s first higher-density urban infill project that commenced in 2008 on the old Clipsal and Origin Gasworks sites, and has become a multi-award-winning development, setting a new standard for urban regeneration in Adelaide.

Three things:
  • ARC has already commenced. There's been site works the last few weeks, and a piling rig is already on site.
  • The affordable rental project to be delivered by RenewalSA themselves, announced in March last year, seems to have disappeared. No mention of it in that press release, and the screens around the lot with the renders on it have also been packed away.
  • Also no mention on the status of the adjacent lot where the 6 Park Tce commercial building was planned.

It seems every inner city affordable project the government has announced has died. Not only here, but Eastwood and Kent Town.

That's because the math doesn't add up on "affordable housing" in Adelaide in 2025 when "affordable" is deemed to be mortgage repayments <30% of income, the median house price is $795K, median income is $85K/annum and, per the HomeSeeker SA's website the eligibility criteria to purchase an "affordable home" includes:
For singles, my annual income before tax is $110,000 or less – OR for couples or families, our annual income before tax is $140,000 or less
What family on $140K is getting a loan for a $795K 3br+ property without a massive deposit or entering into a dubious shared equity arrangement, and even then I think there is some ridiculously low limit on purchase price in the vicinity of $495K. The whole concept of "affordable housing" is a sick joke in our current climate.

Large mobile crane on site at south west corner of Gibson and Second St -lifing in precast wall panels for level 2 25/2/2025.
Work is also preceeding on ground level footings at south east corner of Gibson and Second St.
Piling is also underway on site at corner of Fourth st and Park Tce.
