I think this one will be a bit controversial in this area.

This is one of the few parts of East Tce where this scale is perfectly appropriate. I imagine it will taper off toward the back lot though to avoid being too inflammatory.

I'd say it would have to, as the council probably wouldn't want such a large building to abut that private (?) laneway out the back

Some residents have complained about the size of the proposal......no surprises there.

Proposed 11-storey apartment block in Adelaide's East End too 'enormous' for the area, residents say

Residents believe an 11-storey residential apartment block proposed for a quiet street in Adelaide's CBD "defies logic" because it is too big for the area.

The development has been proposed by Global Intertrade for 200 East Terrace on the site of a two-storey office block largely surrounded by residential buildings.

Local resident Michael King was among others who were "not anti-progress" and had previously accepted an initial application for a "six- and eight-storey" apartment block on the site.

"That [development approval] expires in June of this year," he told ABC Radio Adelaide.

"They're obviously trying to get more return on the block size, so they've increased the ante as far as the build size."

There is currently an office block on the location of the proposed development.

Previous building successful
Global Intertrade recently built a six-storey luxury block of 14 apartments at 217 East Terrace in a joint $32-million project with Minuzzo Project Management.

Mr King said he did not oppose that development, but residents had instead asked the developer to consider tapering back the top two floors.

"He took that into consideration, and that's how it's been built, and we're really happy with the build," he said.

"But this new building is just going to be enormous.

"For this pocket here, it just defies logic that the developer would think residents would be okay for it to go ahead."

Submissions until February 14
In its application, Global Intertrade pointed to an eight-storey high, 14-residential-apartment building at 250 East Terrace, which it said was approved in 2016.

"In comparison to other developments on catalyst sites in Adelaide, this proposal has a low level of dwellings per hectare and should not be viewed as overdeveloped," it argued.

According to the Adelaide (City) Development Plan — replaced by the Planning and Design Code in March 2021— so-called "catalyst sites" allows for developments on sites 1,500 square metres or over, in some zones, to be higher than would normally be allowed in the zone.

This is because they provided "opportunities to increase the residential population of the city".

Global Intertrade told the ABC that it had respect for the planning process and until February 14, "when authorities have considered all submissions, it is inappropriate for us to comment".

"Global Intertrade is a reputable company investing in South Australia for nearly 30 years, and we are committed to delivering high-quality developments," a spokesperson said.

Submissions are open through the Attorney-General Department's PlanSA portal until February 14.

Fortunately, the complaints have no standing. This meets the planning threshold and is actually fairly considerate. My only hope is that it doesn't flounder like most others and actually proceeds to build in short order.

Depending on the surroundings overshadowing could be a big concern that would merit objections, but looking at aerial photos of the area doesn't seem like that would be an issue with the buildings in the shadow zone.

I don't think the complaints intend to hold back this development but rather have continued cooperation from the developer. The architects altered the original, shorter proposal to accommodate a receding top (likely due to overshadowing), the same at the very least should have been done with the newer design of this building featuring the additional height.

Heres your article:

New plans for a $60m apartment complex on East Tce have been lodged to accommodate a “demand for apartments in the area”.

Global Intertrade Pty Ltd has lodged plans with the State Commission Assessment Panel to build an 11-storey building at 200 East Tce, creating more than 200 jobs over its two-year build.

The development would include 47 apartments, wine bar, communal open space, gym, basement level carparking, yoga deck, landscaping and outdoor kitchen.

Back in 2014, Global Intertrade Pty Ltd had plans approved for a $45m eight-storey building, however, previous approval was set to expire in June 2022.

“The proposed development has responded to a demand for quality residential apartments and the transforming nature of developments along the Park Lands frontages, particularly East and South Tces,” a report to the commission said.

The block of land is zoned as a catalyst site, so “there are no quantitative height controls” the development must adhere to, a report said.

The proposed building would be 39.18m high, almost four metres higher than other nearby developments.

Global Intertrade Pty Ltd managing director and chief executive Manuel Ortigosa said the development would contribute to revitalising the area.

“It is important to stimulating that part of the city because Hutt St is in need some activation,” Mr Ortigosa said.

“There are also a lot of people that want to live in this part of the city … we want to attract the owner-occupier.”

Currently, there is a two-storey office building on the land, with one tenancy held by Ouwens Casserly Real Estate.

Alex Ouwens said Global Intertrade Pty Ltd had been “excellent landlords” and his company planned to move to another location.

“They have been very transparent and open about their desires to develop the site, so we knew this was coming,” Mr Ouwens said.

The site adjoins the former Bragg residence and Springhill Lodge, both which are state heritage-listed.

Public consultation ends on Monday, February 14.

The Advertiser reported last month that the amount of construction in the CBD is a strong vote of confidence in SA as the pandemic continues.
