Norwood ORTA On The Parade project secures SCAP approval

A major Norwood project has secured planning approval after amendments to its original design. See the final plans here.

A $95m apartment project in Norwood has been given the green light by the state’s planning authority following minor alterations to the developer’s original design.

Local developer Australasian Property Developments (APD) says it will start work on the eight-storey project “in the coming months”, creating about 600 jobs during construction and 200 ongoing retail and commercial roles once the project is completed.

Known as “ORTA On The Parade”, the development will include more than 60 apartments across the upper six storeys, and boutique retail and commercial space on the lower levels.

The apartments, located near the corner of Osmond Tce, opposite the historic Norwood Hotel, will range from two-bedroom options to a penthouse offering.

Approval from the State Commission Assessment Panel (SCAP) on Wednesday followed a redesign of the building in response to community feedback on the original plans.

The SCAP in June knocked back the original proposal following opposition from nearby residents, the Norwood Payneham & St Peters Council and Government Architect about the building’s proposed size.

As part of the approved plans, the rear of four shops along The Parade will be demolished, but their front facades and bluestone walls will be retained.

Two Baptist lecture halls on Church Ave will be restored and turned into shops.

Australasian Property Developments managing director Pep Rocca said the project would respect the local heritage elements of the existing buildings on The Parade while generating vibrancy on one of Adelaide’s premier retail strips.

“Maintaining the beautiful heritage assets along this strip of The Parade was a defining feature of ORTA’s design which also pays homage to Lake Orta in Italy,” he said.

“People want to reside where there’s cosmopolitan living. They want excitement.”

APD is partnering with local firm Zollo Property Group on the ORTA project.

Zollo Property Group founder Charlie Zollo said the project would retain the village feel of Norwood.

“Zollo Property Group purchased its first site on The Parade more than 27 years ago and since then we’ve continued to invest in the area,” he said.

“We are very excited to have obtained approval for our latest venture and look forward to transforming this iconic site into the much-anticipated ORTA development.”

Australasian Property Developments is one of the most active developers in Norwood, and is currently overseeing construction of the $110m COMO mixed-use project at the Norwood Mall site.

Is it just me or does this development already look dated?
This is something I would've expected proposed in the early 00's

I don't think there's anything particularly dated about the form, though it has more articulation and uses brick which most recent developments have eschewed. I quite like it, and think it's more considered than most.

Very concerned about how little protection is being given to the "heritage" facades facing the Parade. There's no scaffolding or structural beams up in place to support them. Some aspects like beams, windows, doors, etc. are quite literally falling apart already.

I sincerely fear that they will crumble and fall apart and it'll just be a "write off" and the developer will lodge new plans for a new Parade frontage and council as usual will do nothing to enforce the terms and conditions of approval of the development and no fines will be handed out.

Compare this to 65 KWS and all the structures and protection given to preserve the Sands&McDougall(?) facade.

Walked past the other day, if you look through the windows there is some serious steelwork inside.

The big difference between this and the Sands & McDougall facade is that the latter was literally just a 3 storey high skin floating off the ground.

These shops are keeping 7-8m of return walls which makes the retained facade inherently more stable. The 2 central shops appear to be pretty poor fake heritage facades.
