I personally think improved paving would be nice, but I agree it shouldn't be the main attraction!

I visit Rundle Mall regularly and I couldn't actually tell you what the pavers look like, nor do I know anyone who has ever commented about the pavers in the mall.

They should certainly be safe, but other than that there are far better ways of spending money to improve the mall.

They also forgot the hoards of people trying to go about their shopping.

I think Rundle Mall should be pedestrian (shopper) focused with 'nice pavers and landscaping' as that's where the majority of retail is otherwise it becomes to cluttered and as someone else mentioned, focus on the laneways accompanying the mall. Instead they should close Rundle Street, continue the mall and treat this area as the entertaining precinct. I thought it would make more sense with the cafe and restaurants in this vincinity?

PREACHERS who use amplifiers and platforms in Rundle Mall can expect to cop $750 on-the-spot fines from next Friday (December 9).

The City Council last night passed a bylaw, drafted by the State Government, which requires preachers to seek permission from the council before using amplifiers and stages in the mall.

Under the bylaw, which last week passed through the Lower House, preachers who breach the bylaw will be fined $750 and $50 for each day they continue to disobey the bylaw thereafter.

The bylaw also bans disruption to traders and authorised permit holders, such as buskers.

Lord Mayor Stephen Yarwood said police had given him a commitment they would help the council to enforce the bylaw.

The preachers, who clash with protesters on Friday nights, have been accused of harassing people and spreading misogynist, homophobic and anti-Muslim views.

RUNDLE Mall preachers have vowed to start staging demonstrations across several city hotspots, saying they feel “led by God” to spread the word across a range of locations.

Street Church preacher Caleb Corneloup has told the City Messenger his group will target the Gouger St precinct, the Adelaide Railway Station and even public transport commuters over the next year, sparking a strong reaction from city trader groups.

His warning comes a week after State Parliament passed a bylaw which banned the group from using amplifiers and platforms in pedestrian malls, including Rundle Mall.

Under the bylaw, expected to come into force next week, preachers who breach the bylaw can be slapped with $750 on-the-spot fines.

Mr Corneloup said his group, which had grown from 10 to 30 in the past six months, would preach to Gouger St diners and commuters in the North Tce railway station to “spread the word to more people”.

“God is naturally giving us more people and because we’re getting more people and we’re growing, we’re going to move out and take more ground,” Mr Corneloup said.

“We are seeing our purpose fulfilled in the mall and we’re going to expand that and take that further.”

The preachers have been accused of harassing people and spreading misogynist, homophobic and anti-Muslim views.

Mr Corneloup said commuters could also expect to see the group preaching on trains, buses and trams.

Central Market Traders Association president Franz Knoll said traders would strongly oppose preaching in the market precinct.

“There would be people very upset about it,” Mr Knoll said.

“In all of the precincts around the market, it is very congested, it would be a big inconvenience.”

Gouger Street Traders Association chairman Noel Taplin said he would be so concerned if the preachers moved to the area, he would immediately call a traders meeting.

Rundle Mall Management Authority general manager Martin Haese said mall traders would welcome any reprieve.

“If they are looking to go to other locations other than Rundle Mall, would they consider the Flinders Ranges?,” Mr Haese said.

“If they are to continue focusing on highly populated areas, it is not going to be solving the problem, it is only going to be moving it.”

Protest co-organiser Loz Reid said protesters, who clash with the preachers in the mall each Friday night, would follow the group.

“There are that many people now, there is a network where we all gain information on where they are and what they are doing and we all go to where they are,” Ms Reid said.

“They are just becoming more and more of a risk to themselves and others.”

Eastern Adelaide officer in charge Superintendent Anthony Fioravanti said police were working with the council to monitor the preachers.

“If there are complaints by members of the public, it is our concern and we will respond in accordance with the law,” Supt Fioravanti said.

A Transport Department spokeswoman said it would be concerned if the group started preaching in the train station or on public transport because it would “likely cause discomfort” for commuters.

Any person who used offensive language or acted in a way likely to disturb, offend, annoy or interfere with the comfort of other commuters could face fines of up to $1250, she said.

interesting to see in yest paper that they will be using the big screen to show the afl match on anzac day, this was one of the initiatives they wanted to utilize the big screen for big events, so i guess we will have this one the proposed one at festival square the one at adelaide oval plaza and now i see the festival centre wants one.wow from none to heaps lol :banana:

RUNDLE Mall will be transformed into an open thoroughfare with new paving, lighting and marquee stores in a $30 million plan to revive the premier retail strip.

As retailers face increasing pressure from online sales, Adelaide City Council's plan aims to create a unique shopping experience by bringing a new mix of dining and cafe stores and exclusive brands to the Mall.

Major visible changes include new hard-wearing paving, a covered event theatre in Gawler Place and more trees.

The most controversial change is a "de-cluttering" of the Mall's centre which will result in the removal of five existing businesses - including a cafe and flower sellers - from the middle of the walkway. Replacing these permanent structures will be two corridors for "pop-up" enterprises on the mall's fringes.

They will include coffee and food stores. The council has pledged that businesses shifted from the centre of the mall will be strongly encouraged to relocate nearby.

The Mall's balls and pig sculptures will remain but be moved off the central walkway.

The "de-cluttering" begins in December. Heavy construction will start next February, take a year to complete and progress in 30m increments to limit disruption to existing traders.

The detailed plan, to be released today, follows the announcement of a broad precinct masterplan in October.

It was estimated to cost $60 million and included major works on laneways running off the Mall, but these have now been shelved.

Lord Mayor Stephen Yarwood said the council had fully budgeted for the $30 million project, which includes $5 million set aside in an innovation fund which can be tapped by businesses with "creative activation" proposals.

"Whether it's the laneways, up-storey activation or facade treatments, we're looking at the first time in a long time at collaborative finance with the private sector to stimulate activity in the city," he said.

"De-cluttering the Mall is going to make it easier to navigate, have people able to see the shops and high-quality architecture, which is a key point of difference.

"The mall is not a shopping centre, it's unique."

The council's Mall spending is in addition to its approval of a $24 million Victoria Square revamp.

The State Government expects to have the $570 million Adelaide Oval redevelopment complete by 2014 and is working on a major overhaul of the Liquor Licensing Act to promote Melbourne-style small bars.

Adelaide City Council chief executive Peter Smith said the Mall had to become an active place during the day and night and provide shoppers with experiences that could not be matched by suburban or online trading.

He said the "de-cluttered" Mall would allow the council and traders to be more flexible.

"It has to be a place where people want to be," Mr Smith said. "We've created a stage. We could put a night food market down the middle. The shops can open if they want.

"That's the whole point of the change - we've created a place of changing experiences for people."

The council is taking on substantial new debt to fund its mall and square vision. The Government gave $2 million for detailed square design and the council is likely to push for more at the next election campaign.

Borrowing for the two projects will increase council debt by $10.8 million over two years.

My Yarwood said the plan had "unanimous support from council" and its cost was very manageable. However, it still needs formal approval over the next two weeks. Additional stages could be added to the Mall upgrade if the money was found.

Sounds good, though the Balls should stay where they are. Not to mention, it will look very bare with just nothing so they need to keep most of the kiosks but replace them with new structures. I love sitting in Buskers overlooking the busy KWS intersection. A revamped structure is needed though.

Considering that all the proposals that would have actually made a difference have been shelved, this is a monumental waste of money, and an exercise in wank that will not attract a single extra person to the mall.

This money should instead be spent on Victoria Square. I am tired of the ACC doing all these half-arsed jobs.

I know it's hard to judge by one render, but this doesn't look much like the masterplan we saw not so long ago. I agree, rather than just tinkering around with the paving, the money should go towards Victoria Square. See one thing all the way through, then move on to the next.

The Rundle Mall Redevelopment Project is gathering speed, with the detailed designs for Stage 1 nearing completion.

The designs reveal high quality paving along the entire length of the Mall, the relocation of the Gawler Place event space to the side of the Mall, rather than the centre and a new water play space.

The installation of urban elements including new seating, lighting and bicycle racks are also included in the plans as well as tree planting, landscaping and future proofing of services.

“This is a serious commitment to the Rundle Mall Masterplan, which will bring about the most significant changes to the Mall since its creation,” Lord Mayor Stephen Yarwood said.

“It is a uniquely South Australian response that reflects the atmosphere of the city, day and night, season to season.”

Adelaide-based international design firm, HASSELL are leading the detailed design process, along with a team of highly regarded specialists including Arup, RLB, Ian Dryden Industrial Designer, Aquatek, Disability Consultant Services, BB Architects, JamFactory, DIADEM and Adelaide Fringe.

“This is an incredible opportunity to revitalise the public realm of Rundle Mall, by designing a place of real quality for people to meet, for them to enjoy the changes to the retail experience and where more regular events can happen,” said HASSELL’s Principal of Urban Design, Alun Chapman.

“We are all looking forward to re-creating the fantastic character of the Fringe but all year round.”

Stage 1 of the project is set to commence in early 2013 and includes plans to relocate or remove the existing kiosk stands and end-restaurants in order to improve sightlines and create more space.

Rundle Mall Management Authority Chairman, Theo Maras, said Council and the Authority are aiming to deliver best outcomes for all stakeholders, not just for tomorrow but years to come.

“It’s about adding goods and services that contribute to the overall vibrancy and atmosphere of the Mall, rather than taking them away,” Mr Maras said.
“We will still have facilities for people selling flowers and people selling fruit –this is purely about removing the permanent structures and replacing them with moveable, portable shops.
“This is about reactivating the mall day and night.”
Council CEO Peter Smith said “We are fully committed to working with these traders and assisting them in looking at a range of options to continue their business, including alternative sites for relocation within the Rundle Mall vicinity or the city.

“Some of the options include sleeve retailing, relocation to primary laneways or repositioning as pop-up shops in key areas of the precinct.”

Business SA Chief Executive Officer, Nigel McBride, said “The re-development of Rundle Mall will increase the overall vibrancy of the CBD and it will be well complemented by the new legislation to allow public holiday shop trading in the city.”

The detailed designs will be finalised over the next couple of weeks and will be presented to Council’s City Infrastructure & Public Works Committee on Tuesday the 17th July and to full Council on Tuesday the 24th July.

Once endorsed, a tender process will then begin for materials and services. Stage 1 is expected to take approximately 12 months and will be completed in phases starting from the western end.

Council and the project team will continue to consult with all stakeholders, including Rundle Mall traders, leading up to and throughout the upgrade.
